- Broaden Your Horizons
If
you're looking to broaden your experience of museums and how
they operate, we may be able to provide the opportunity.
There is likely to be a need for a part-time locum to work
with us for the period August - October, to cover the
day-to-day work of Lesley Colsell, our Head of Member
Services, whilst she is involved in other work for the
Service. Duties will include providing basic level advice to
museums across all areas of their operations, editing HOT
NEWS, administering the project grants scheme, and
overseeing the training programme. We expect the hours
worked will be the equivalent of a four-day week.
In
view of the opportunity this provides for adding a
significant extra dimension to a cv, we would particularly
welcome a secondment from a museum within the region. We
expect the person we recruit will

be
appropriately qualified;

have
at least three years' experience across the whole range
of a museum's operations
-
possess
excellent communication skills, both spoken and in
writing
-
have
the flexibility to work irregular hours

1772. Resource: The Council for
Museums, Archives & Libraries
Resource
published its Manifesto on the 18 July. It defines
their future agenda, and contains an outline of their vision
for the future, their objectives and core values, and a work
plan and budget for the coming year. Copies of the Manifesto

Chris
Smith, Secretary of State for Culture, Media & Sport has
announced the appointment of Alan Watkin, Chief Officer for
Libraries, Leisure & Culture for Wrexham County Borough
Council, to the Board of Resource. He joins the other
fourteen Board members listed in Notice 1742.
Resource
has also completed its senior management team with the
appointment of Stuart Davies, Museums Policy Adviser at the
Heritage Lottery Fund, as its Director of Strategy and
Planning.

Department at the Public Record Office (PRO), as
Archives Adviser, on a two-year secondment;

Poole, Website Manager for Resource, as Information and

and assist in the running of the IT Challenge Fund.

Atkinson, formerly Assistant Environmental Adviser, as
Millennium Awards Administrator, to replace Annie
Hollobone who has moved to the Millennium Commission.

1773. Purchase Funds
Resource has
allocated the PRISM Fund, administered by the Science Museum,
an allocation of £250,000 for 2000/2001, and the V&A Fund
£1 million. The Resource/V&A Fund will be reviewed during
the current year.

We
have noted the following issues in connection with the Best
Value and Audit Commission Performance Indicators reported
in the Performance Review Plans of Museums in the region

issues should be addressed before the Best Value Review is
undertaken.

1775. Historic
Environment Review
English
Heritage has been asked by the Department of Culture, Media
and Sport (DCMS) and the Department of the Environment,
Transport and the Regions (DETR) to carry out a review of
all policies relating to the historic environment. Public
consultation began on 26 June with the launch of Viewpoint,
a collection of questions and discussion papers, which are
intended to encourage wider public involvement in the
review. Comments are invited from all, and the deadline for
responses is 4 August. Copies of Viewpoint are
available from the English Heritage website (www.english-heritage.org.uk)

1776. BBC History 2000
In
the autumn, the BBC is planning to transmit a series of
programmes under the title of A History of Britain, by
Simon Schama. The programmes will cover the period from the
Romans to Elizabeth I. If you have any temporary exhibitions
or permanent displays devoted to material from these periods,
you can have your museum advertised on the BBC's website. For

1777. Awards for All
The
new lottery grants programme, Awards for All, has been
launched. The programme replaces the Millennium Festival
Awards for All programme. The scheme is supported by the
Heritage Lottery Fund (HLF), the Arts Council of England,
Sport England and the National Lottery Charities Board; and
aims to fund projects which involve people in their local
community, bringing them together to take part in and enjoy
a wide range of arts, sport, heritage, charitable and other
community activities. In the East Midlands the scheme wishes
to encourage applications which are led by, or benefit young
people, black and ethnic minority communities and disabled
people, especially where these groups are based in
disadvantaged areas, including the former coalfields
communities.
The
grants available range from between £500 and £5000. The
first decisions under the new programme will be announced in

New Opportunities Fund
The
New Opportunities Fund (NOF), funded by the National
Lottery, has launched a new technical guide for projects
applying through the Fund's nof-digitise.org programme. The
guide contains advice on all aspects of content creation and
management, collection development and access. It ensures
that all learning material put into digital form through the
funding programme will be consistently delivered and be
fully accessible through the National Grid for Learning and
the People's Network. The advice was drawn up by the UK
Office for Library and Information Networking (UKOLN), in
association with Resource. The guidelines can be found at www.peoplesnetwork.gov.uk/nof/technicalstandards.html

1779. Deferred Export of
a Pastel Portrait of One of the Porters at the Royal Academy
The
export of a pastel by John Russell (1745 - 1806), entitled Portrait
of One of the Porters at the Royal Academy has been
deferred because of its importance to the study of pastel as
an art form, and the insight it gives into the Royal Academy
at the height of its popularity. The deferral period, until
after 13 September 2000, gives an opportunity for a purchase
to be made at or above the recommended price of £102,338. If
there is a serious intention to raise funds the deferral
period could be extended until after 13 December 2000.

OF MUSEUMS: UNDERSTANDING HOW MUSEUMS WORK - 14 SEPTEMBER.
This seminar offers a valuable introduction to the
responsibilities of working in a museum. Subjects will range
from the history and development of museums; their current
political, economic and social position; staff roles;
collections management; visitor services and the
availability of advice and support for all types of museum

WORLD
OF MUSEUMS: UPDATE FOR ELECTED MEMBERS - 21 SEPTEMBER. This
