  1. Legal Update

Readers should be aware that the following legislation came into force on 1 April 2001:

Race Relations (Amendment) Act 2000. This places a statutory duty on public sector bodies to consider and incorporate race equality into all their activities, and not to discriminate on race grounds (which includes colour, race, nationality or ethnic or national origins) in discharging their functions. The definition of ‘public sector body' is broad, and includes any organisation whose work is of a public nature, and includes charities, voluntary bodies and private concerns. Additional specific duties are likely to be imposed on local authorities. Further details can be found on the Home Office website. www.homeoffice.gov.uk/raceact/

  1. VAT and National Museums

The Government has laid before Parliament an Order to give effect to the announcement in the Budget that nationally-funded museums charging free admission would be able to recover their VAT expenditure on providing that admission. As expected, the list includes all those museums funded with the Department for Culture, Media & Sport, as well as the Ministry of Defence funded National Army Museum and RAF Museum (at Hendon). University museums have not been included.

  1. 24 Hour Museum

The 24 Hour Museum has won the New Statesman and BT New Media Award for Best Education Website. The award, focusing on Digital Divide issues, recognised the role that the 24 Hour Museum plays in helping to ensure that certain sections of society do not miss out on the benefits of new media access.   1. Postgraduate Apprenticeships for Smaller Museums and Galleries

The Department of Museum Studies at the University of Leicester has secured funding from the Higher Education Funding Council for England (HEFCE) in association with the Cultural Heritage National Training Organisation (CHNTO) to offer 20 postgraduate apprenticeships beginning in October 2001. The successful applicants will receive a course fee remission of £2650 for the PgDip/MA in Museum Studies, via either the part time or distance learning routes. The cost of the remaining fees will depend on the choice of route.

This venture aims to open up training and professional development opportunities to smaller museums and galleries that have traditionally been unable to invest in their staff in this way. Candidates must have either an honours degree or a minimum of 5 years’ professional experience of working in the sector.   1. Pilgrim Trust Research Grants

Research grants supported by the Pilgrim Trust are being offered twice a year alongside the project to establish a National Inventory of European Painting (NIEP) 1200-1900, supported by the National Gallery. Grants of up to £5,000 are offered to support museum research into non-British painting in public collections in England and Wales which will make a contribution to the establishment of the NIEP database. The next deadline for applications is 30 October 2001.

  1. Science Year 2001

Science Year begins in September with a host of events taking place across the country. The campaign aims to make 10-19 year olds excited and stimulated about science, so that young people will be attracted to science subjects and careers. The Centre for Research and Policy in Disability at Coventry University has announced a website for everything you want to know about employing disabled people in tourism. www.employtourism.com

  1. Interact Trade Fair

Enclosed with this mailing is an invitation to a Trade Fair at which members of Interact, the East Midlands network of freelance educators, will be exhibiting tasters of some of their work. It will provide an opportunity to meet freelances and discuss how you can extend your educational programmes. Other organisations and suppliers of educational materials, which can be used in a museum context, will also have stands. All museum staff are welcome to attend the Fair on a ‘drop-in’ basis. It takes place on 1 October at Snibston Discovery Park, Coalville, Leicestershire, between 10.30am and 4pm.
